Obsesiv, \u00een Rom\u00e2nia regionalizarea, autonomia, statutul minorit\u0103\u0163ilor s\u00eent prezentate opiniei publice \u015fi, din p\u0103cate, resim\u0163ite de aceea\u015fi opinie public\u0103, drept o siluire a suveranit\u0103\u0163ii na\u0163ionale de c\u0103tre oculta interna\u0163ional\u0103. De\u015fi statul se reclam\u0103, prin constitu\u0163ie, tratate \u015fi mai nou prin aderarea la organismele euroatlantice, drept depozitar \u015fi protector al drepturilor \u015fi libert\u0103\u0163ilor fundamentale, al demnit\u0103\u0163ii umane \u00een ultim\u0103 instant\u0103, prin vocile sale autorizate, pre\u015fedinte, prim-ministru, parlamentari reprim\u0103 sever orice dezbatere de forme de libertate cum ar fi, de pild\u0103, autonomiile. Studiile comparative de \u00eenalt\u0103 \u0163inut\u0103 \u015ftiin\u0163ific\u0103 ai unor exper\u0163i consacra\u0163i \u00een literatura domeniului \u2013 Michal Illner sau Gyula Horv\u00e1th \u2013 \u00eencearc\u0103 s\u0103 ofere un sprijin analitic util deciden\u0163ilor preocupa\u0163i sincer de reforma administrativ\u0103 a societ\u0103\u0163ii rom\u00e2ne\u015fti.<\/p><p>Cursa pentru Europa se apropie de momentul adev\u0103rului. Dincolo de oratoria politic\u0103 \u015fi politicianist\u0103 \u015fi de mimarea descentraliz\u0103rii \u015fi regionaliz\u0103rii aceasta implic\u0103 asumarea unor obliga\u0163ii \u015fi valori, aplicarea \u00een practica de zi cu zi a unor reforme autentice \u015fi profunde. Una dintre tarele fundamentale \u015fi permanente, aproape unanim recunoscute ale societ\u0103\u0163ii rom\u00e2ne\u015fti este lipsa capacit\u0103\u0163ii administrative \u00een condi\u0163iile unui stat de drept, democratic. Ceea ce \u00een sistemele autoritare \u2013 de dreapta sau de st\u00eenga \u2013 p\u0103rea s\u0103 dea roade \u2013 odat\u0103 ce nu era vorba dec\u00eet de executarea orbeasc\u0103 a directivelor venite de sus \u2013, \u00een cadrul unui sistem c\u00eet de c\u00eet democratic s-a dovedit a fi un e\u015fec des\u0103v\u00eer\u015fit. Teama visceral\u0103 a oric\u0103rei puteri de a pierde controlul deplin asupra supu\u015filor contribuabili, asupra unui electorat care ar putea eventual s\u0103 se administreze (mult mai eficient) singur, devenind astfel \u201eautonom\u201d, paralizeaz\u0103 orice \u00eencercare de reform\u0103 administrativ\u0103 profund\u0103.<\/p><p class=\"western\" align=\"justify\">Publicarea studiului exhaustiv dedicat de parlamentarul elve\u0163ian Andreas Gross experien\u0163elor pozitive ale regiunilor autonome coincide cu furtuna declan\u015fat\u0103 \u00een opinia public\u0103, dar \u00eentre\u0163inut\u0103 \u00eendeosebi de o elit\u0103 politic\u0103 suficient\u0103 \u015fi subintelectual\u0103, privind autonomia\u0162inutului Secuiesc. Ne vom ab\u0163ine s\u0103 acord\u0103m calificative acestor demersuri politice minoritare, dar altera \u00ee\u015fi propune ca prin publicarea studiului \u015fi raportului Gross la Consiliul Europei s\u0103 readuc\u0103 \u00een aten\u0163ia anali\u015ftilor gr\u0103bi\u0163i chestiunea legitimit\u0103\u0163ii autonomiilor, ca instrument eficient de asigurare a dezvolt\u0103rii armonioase \u015fi a prevenirii conflictelor interetnice. Cu riscul repeti\u0163iei didactice, Gross reaminte\u015fte c\u0103 structura statelor europene, rezultat al succesiunii conflagra\u0163iilor continentale, nu coincide cu teritoriile locuite de na\u0163iuni, mai precis, na\u0163iunile transcend fruntariile de stat, fiecare na\u0163iune european\u0103 tr\u0103ind dubla ipostaz\u0103 de majoritate \u015fi minoritate. Aspira\u0163ia spre unitate na\u0163ional\u0103, perceput\u0103 ca un rezervor perpetuu de iredentism \u015fi secesionism, a fost reprimat\u0103 constant de statul na\u0163ional, ceea ce nu a f\u0103cut dec\u00eet s\u0103 accentueze tendin\u0163ele separatiste. Modelul lui Gross, propus Consiliului Europei \u015fi statelor membre, inclusiv Rom\u00e2nia, porne\u015fte de la premisa c\u0103 autonomia regional\u0103, ofer\u0103 cadrul optim pentru realizarea, pe de o parte a aspira\u0163iilor identitare, iar pe de alt\u0103 parte permite p\u0103strarea status quo-ului la care statele europene continu\u0103 s\u0103 \u0163in\u0103, \u00een ciuda gradului avansat de integrare. Conform lui Gross, de vreme ce nu fiecare minoritate poate \u00eenfiin\u0163a un stat propriu, statele europene trebuie s\u0103 adopte prevederi constitu\u0163ionale care s\u0103 permit\u0103 transferul de puteri de la nivelul central \u00een beneficiul acestor minorit\u0103\u0163i.<\/p><p>Diviziunea puterilor, federalismul, regionalismul, sistemul devolutiv, asocierea liber\u0103, organizarea teritorial\u0103 asimetric\u0103, statutele speciale s\u00eent amplu tratate de autorul elve\u0163ian, spre beneficiul celor care doresc s\u0103 aprofundeze acest\u0103 tem\u0103 printr-o abordare sistematizat\u0103. Raportul Gross, devenit Recomandarea 1609, apoi Rezolu\u0163ia 1334 a Consiliului Europei, deschide o cale nou\u0103 de reflec\u0163ie asupra autonomiei regionale ca surs\u0103 de armonie interetnic\u0103 \u015fi va conduce, f\u0103r\u0103 \u00eendoial\u0103, pe termen mediu \u015fi lung, la adoptarea de noi standarde europene \u00een domeniu, chiar dac\u0103, pentru moment, Conven\u0163ia European\u0103, aseptic\u0103, evit\u0103 subiectele generatoare de pasiuni \u015fi umanism, m\u0103rginindu-se la cel mai mic divizor comun. Ast\u0103zi, \u00eentr-adev\u0103r, cea mai mare parte a crizelor politice din Europa se petrec \u00een interiorul statelor, este \u00een interesul stabilit\u0103\u0163ii \u015fi securit\u0103\u0163ii continentale ca sursele de tensiune s\u0103 dispar\u0103, mai mult, autonomiile confer\u0103 comunit\u0103\u0163ilor etnice, lingvistice \u015fi religioase minoritare acea egalitate de \u015fanse care constituie condi\u0163ia primordial\u0103 a afirm\u0103rii demnit\u0103\u0163ii umane.
